City of Albuquerque: Better Way Employment Program for Panhandlers

The City of Albuquerque seeks proposals from qualified non-profit organizations interested in providing services for populations experiencing homelessness to implement the Better Way Employment Program for Panhandlers.

Services must include, but not be limited to:

  1. Providing employment opportunities for panhandlers at the City’s busiest intersections through roving van outreach
  2. Providing referrals to the workers for housing, community resources, and supportive services
  3. Assisting the workers to obtain permanent and/or improved employment opportunities
  4. Providing participants with the opportunity to complete a common assessment for the Coordinated Entry System

The proposed project may be required to work collaboratively with other entities as identified and requested by the City. The proposal should demonstrate the evidence and/or logic of how the proposed activities will lead to improved outcomes and describe the use of practices (for instance, trauma-informed care, harm reduction, a person-centered approach, and community collaboration). The City’s Westside Emergency Housing Center (WEHC) is open year-round and it is open 24 hours on the weekends. Proposals should describe how the organization will collaborate with this emergency housing center to ensure that emergency housing residents have access to the services described in the proposal.

Amount: Up to $436,473 is available.

Eligibility: An agency which is a unit of state or local government and/or an agency currently incorporated as a nonprofit corporation, duly registered and in good standing with the State of New Mexico Secretary of State, which has not-for-profit status under 501(c)(3) of the U.S. Internal Revenue Service Code and which has demonstrated capability in providing the services for which it is applying.
