New Mexico Children, Youth and Families Department: Family Support Services Community Based Child Abuse PreventionDeadline: May 27, 2015
The New Mexico Children, Youth and Families Department (CYFD) will establish multiiple contractual awards for the provision of Family Support Services through competitive negotiations. The Family Support Services (FSS) Program focuses on providing services to parents and primary/secondary caregivers of children 0-5 years of age to prevent child abuse and neglect. Contractors will, at a minimum be required to provide the following services:
- Family Assessments: Families must have their strengths and areas of need assessed by a qualified family support services practitioner during the initial home visit. The initial assessment must include an evaluation of risk factors for child maltreatment in families and the results of the family assessment must be used to develop a family service plan. The family support services practitioner must continue to assess the family throughout the intervention; this includes both formal and informal assessment.
- Family Service Plan: An initial written family service plan must be completed within 28 days of completing the initial family assessment and must be developed in collaboration with the family. Activities that must be included are case management, home visits, and evidence-based or evidence-informed parent education curriculum. Additional items included in the family service plan should be activities that are directly related to the goals established by the family and FSS practitioner. Family service plans should be reviewed every 30 days and revised as necessary to assist the family achieve their goals. Family service plans must be documented in the client file.
- Face-to-Face Visits: Families should receive two (2) face-to-face visits per week. At least one face-to-face visit must be conducted in the home with parents/caregivers and children; the other face-to-face visit with the family can be conducted to deliver the parent education curriculum in a group and/or other community setting. At least 10% of all visits shall be during non-traditional times and at least one visit per family per month should be during non-traditional times. Non-traditional times are defined as any time not between 8 a.m. – 6 p.m., Monday – Friday.
- Case Management: Case management must be provided to families and must include referring families to other service providers and ensuring the coordination of necessary services as identified by the family assessment and reflected in the family’s service plan. The FSS practitioner must act as a liaison and advocate for the family through the assessment, planning and engagement in services and must work closely with other professionals to ensure that the family’s goals are being met. Case management services may extend beyond the duration of the other required component-services in order to sufficiently meet the needs of the family and the goals of the family service plan. In addition, the FSS practitioner must assist the family in accessing concrete services such as housing, food, emergency financial assistance, affordable and quality child care, transportation, home management assistance and free or low-cost medical care.
- Crisis Intervention: Crisis intervention services must be available to families, regardless of whether that are provided in the client’s home, an office setting or in the community. Crisis intervention includes a timely and thorough assessment, crisis counseling and support; it is not a substitute for individuals who require long term mental health services, intensive mental health services, and/or psychiatric services.
- Evidence-Based Parent Education Curriculum: The Contractor must provide parents/caregivers an evidence-based parent education curriculum designed to prevent child abuse and neglect and create positive outcomes for children by improving parent/caregiver knowledge, expectations, perceptions, skills, and behaviors. The evidence-based program must be approved by CYFD.
- Transportation: The Contractor shall provide transportation and/or transportation assistance to children and parents/caregivers in order to support them during service delivery and assist them in meeting their established goals.
- Emergency Discretionary Funds: These funds are an intervention tool for providing concrete assistance to meet identified basic needs of a family in order to reduce the risk of child abuse and neglect. They may be used to purchase products or services such as rent, rent deposits, utilities, clothing, transportation, food, or minor home/car/appliance repair.
Amount: The total funding available is approximately $320,000 per fiscal year for four years for a total of $1,280,000. Multiple contracts are expected.
Eligibility: Offerors may be a public/private nonprofit corporation, a 501(c)(3) corporation, a government agency including public schools, tribal entities, and institutions of higher education; a not-for-profit community-based organization; or a for-profit corporation which is able to provide the services required. Collaborative entities and coalitions may also be considered for funding.
Note: An optional pre-proposal conference will be held on May 6, 2015.
