The New Mexico Children, Youth and Families Department (CYFD) is seeking proposals to establish a contract through competitive negotiations for the procurement of a Keeping Families Together pilot project to provide case management and supportive housing services to certain vulnerable families in Bernalillo, Dona Ana, and Valencia counties. The contract awarded to a housing program shall prioritize families in the identified counties who lack secure housing; whose children have been identified as victims in substantiated findings of child abuse or neglect; and have a family member with an identified substance dependence or mental illness to reduce child abuse and neglect and prevent foster care among homeless or inadequately housed families.
The supportive housing program shall provide coordination and assistance in obtaining long-term housing for identified families. Emphasis should be on immediate access to long-term supportive housing rather than transitional housing or housing contingent upon participation in supportive housing programs. Additionally, the supportive housing program shall coordinate with core service agencies and other service providers for the provision of comprehensive services including, but not limited to, psychiatric services, medication management, crisis services, parenting skills, financial assistance, employment, and comprehensive community support services to individuals living with mental illness, emotional disturbance, or substance dependence.
Amount: Not stated. Offerors should submit a proposed fixed monthly budget to complete the scope of work. The contract will be awarded for one year and renewable for an additional three years.
Eligibility: Qualified contractors who are capable of providing the services outlined in the RFP, including specialized services to families whose child/children have been victims of substantiated child abuse or neglect, have a family member with an identified substance dependence or mental illness, lack adequate housing, and reside in Bernalillo, Dona Ana, or Valencia counties.
