New Mexico Children, Youth and Families Department: Shelter-Care Homes and Non-Secure Shelter Care Facilities and Services
New Mexico Children, Youth and Families Department (CYFD) is soliciting sealed proposals to establish contract(s) through competitive negotiations in the southwestern counties in New Mexico for the Shelter-Care Homes and/or Non-Secured Shelter-Care Facilities to improve and enhance the emotional, mental, physical, and behavioral health of children by providing immediate, short term, overnight care for target population children and adolescents up to the age of 18 in a safe, nurturing, and structured environment.
These services are provided in a non-secured shelter-care facility or a shelter-care home and shall provide an opportunity for the children placed there to achieve the goals set forth in the individual’s shelter care plan.
Objectives are as follows:
- Provide reasonable access to and develop and maintain a well-coordinated delivery of shelter-care services to the defined target population
- Maintain flexibility in meeting the needs of children at the local community level
- Be a safe, nurturing, structured environment and responsive to ethnic, racial, cultural and socioeconomic diversity
- Provide services on a twenty-four hour a day basis including on-site supervision by qualified staff in a safe and stable environment
Award: Multiple contractual agreements will be awarded for a four year period.
Eligibility: Organizations must provide services in the following southwestern counties: Dona Ana; Sierra; Catron; Socorro; Grant; Luna; and Hidalgo. Specific eligibility requirements are as follows:
The Contractor must be in compliance with all city, county, state and federal requirements regarding shelter care services.
Shelter Care Facilities must:
- Maintain an active shelter care license in good standing with the CYFD Licensing and Certification Authority (LCA) and comply with all regulatory requirements pursuant to 7.8.3.1 to 7.8.3.81 NMAC
- Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines
Foster Care Agencies must:
- Maintain an active Child Placement Agency License in good standing with the CYFD Protective Services Division and comply with all regulatory requirements pursuant to 8.26.4 NMAC and 8.26.5 NMAC
- Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines
Treatment Treatment Foster Care Service Agencies must:
- Maintain an active Child Placement Agency license in good standing with the CYFD Protective Services Division and comply with all regulatory requirements pursuant to 8.26.4 NMAC and 8.26.5 NMAC
- Maintain an active Certification in good standing with LCA and comply with all regulatory requirements pursuant to 7.20.11.1 to 7.20.11.29 NMAC
- Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines
