New Mexico Children, Youth and Families Department: Shelter-Care Homes and Non-Secure Shelter Care Facilities and Services

The purpose of the Request for Proposals (RFP) is to solicit sealed proposals to establish contract(s) through competitive negotiations for the Shelter-Care Homes and/or Non-Secured Shelter-Care Facilities to improve and enhance the emotional, mental, physical, and behavioral health of children by providing immediate, short term, overnight care for target population children and adolescents up to the age of eighteen in a safe, nurturing and structured environment. These services are provided in a nonsecured shelter-care facility or a shelter-care home and shall provide an opportunity for the children placed there to achieve the goals set forth in the individual’s shelter care plan.

The scope of procurement encompasses soliciting applicants who will provide either Licensed Shelter Facilities, Licensed and Certified Therapeutic Foster Home, or Licensed Foster Home agencies statewide to provide access to shelter care services for children and youth in need.

Amount: The RFP will result in multiple contractual agreements. Funding will be awarded for a four year period.

Eligibility: The contractor must:

  • Be legally recognized entity in the United States or a Sovereign Tribal Nation, qualified to do business in New Mexico or in a Sovereign Tribal Nation located within the state boundaries of New Mexico
  • Be in compliance with all city, county, state and federal requirements regarding shelter care services

Shelter Care Facilities must:

  • Maintain an active shelter care license in good standing with the CYFD Licensing and Certification Authority (LCA) and comply with all regulatory requirements
  • Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines

Foster Care Agencies must:

  • Maintain an active Child Placement Agency License in good standing with the CYFD Protective Services Division and comply with all regulatory requirements
  • Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines

Treatment Foster Care Service Agencies must

  • Maintain an active Child Placement Agency license in good standing with the CYFD Protective Services Division and comply with all regulatory requirements
  • Maintain an active Certification in good standing with LCA and comply with all regulatory requirements
  • Comply with the most current CYFD Children’s Behavioral Health Division Service Requirements and Utilization Guidelines
