New Mexico Children, Youth and Families Department: Youth Mentoring Services
The New Mexico Children, Youth and Families Department (CYFD) seeks to establish a contract with qualified contractor(s) who provide face-to-face mentoring services for troubled or at-risk youth in a one-on-one (individual) and/or group setting. The youth to be served must be between the ages of six and 18. Each youth served must participate in at least one allowable activity area for a minimum of four hours a month. Youth served must be troubled or at-risk and meet one or more of the following criteria:
- Failing one or more subjects in school
- Low attendance in school
- Part of the juvenile justice system
- Demonstrating behavioral or emotional issues
- At-risk of child abuse
- At-risk of substance abuse
- Come from a single parent, foster home, or in kinship care and are in need of a positive role model
- Receiving special education services
- Have disabilities and/or special health needs
- Out of school youth/dropouts
- Gang-involved youth
- Pregnant/parenting
- Runaway or homeless
- Have incarcerated parent(s)
Allowable activities shall meet one or more of the following program areas:
- Academic Success: Tutoring; Academic Enrichment; STEM/STEAM; College Access; Media Literacy; Cyber Safety
- Health and Wellness: Healthy Lifestyles; Hygiene and Personal Care; Mind and Body; Pregnancy Prevention; Bullying Prevention; Substance Abuse Prevention; Counseling; Cultural Customs and Values
- Life Skills: Life Skills/Social Skills; Leadership Development; Character and Citizenship; Community Service and Engagement; Career Exploration; Job Readiness; Economic/Financial Literacy
- Fitness and Structured Recreation: Fitness Activities; Arts and Crafts; Sports Exposure and Skills Development; Gross and Fine Motor Skills Activities
Amount: Contractor(s) will be reimbursed $15 per hour for each eligible/registered youth member of a funded group activity, within the outlined program areas, operational at least four hours or more per month.
The procurement will result in a multiple source award. The contract(s) shall not exceed four years including any renewals.
Eligibility: Contractor(s) must meet a minimum level of administrative and fiscal capacity in order to contract with the State of New Mexico. Therefore, the Contractor(s) must be willing to meet and/or exceed the following Program Minimum Requirements:
- Staffing related requirements such as ensuring that all staff, volunteers, and subcontractors receive applicable training and/or certifications prior to directly working with youth
- CYFD fingerprint-based criminal background checks for all staff, volunteers, and subcontractors are completed prior to directly working with youth
- Complying with CYFD requirements for maintaining a tracking system to report all required data
- Complying with reporting requirements on a monthly, quarterly, and annual basis in the format to be provided by CYFD at the time of contract execution
- Providing facilities, supplies, equipment, and materials sufficient enough to successfully administer one-on-one and/or group youth mentoring programs
- Maintaining required insurance coverage such as liability, Workers’ Compensation, directors and officers, and automobile
