State of New Mexico Administrative Office of the Courts: State Organization to Oversee the Court Appointed Special Advocate (CASA) Program
The Administrative Office of the Courts (AOC) seeks proposals for an organization to oversee and coordinate with the local Court Appointed Special Advocate (CASA) providers statewide to ensure programs are adhering to policies and procedures, providing quality services, receiving education and training, and implementing continuous quality improvement procedures.
The mission of the CASA is to support and promote court-appointed volunteer advocacy so that every abused or neglected child can be safe, establish permanence, and have the opportunity to thrive. Having a set of quality standards to measure a state organization’s operations demonstrates that the organization: 1) respects and is committed to quality service to local programs; 2) utilizes established policies and procedures necessary for effective management; 3) manages its financial affairs prudently, is financially sound, and is committed to the principles of public disclosure; and 4) continually evaluates its services and operations.
Amount: The contract amount for services for one year shall not exceed the legislative appropriation. The appropriated funding beginning July 1, 2019 is up to $100,000.
Eligibility: No limitations are indicated. Offerors must submit a detailed narrative statement of relevant experience, including professional qualifications, resumes, and other experience for each professional and support person proposed to work under the contract. Offerors must also describe any relationship(s) already established with the Court and provide three letters of reference from parties familiar with the Offeror’s related experience in the past two years.

Note: Potential Offerors should hand deliver or return by facsimile or registered or certified mail the “Acknowledgement of Receipt Form” (APPENDIX A) to have their organization placed on the procurement distribution list. The form should be signed by an authorized representative of the organization, dated, and returned to the Procurement Manager on April 30, 2019 by 3:00 p.m.
