U.S. Department of Agriculture: Gus Schumacher Nutrition Incentive Program
The Gus Schumacher Nutrition Incentive Program (GusNIP), formally known as the Food Insecurity Nutrition Incentive (FINI) Grant Program will support projects to increase the purchase of fruits and vegetables among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) and nutrition assistance by providing incentives at the point of purchase.
The primary goal of the GusNIP grant program is to fund and evaluate projects intended to “increase the purchase of fruits and vegetables by low-income consumers participating in SNAP by providing incentives at the point of purchase.” The program will test strategies that could contribute to an understanding of how best to increase the purchase of fruits and vegetables by SNAP participants to inform future efforts.
All GusNIP projects must do the following:
- Aim to increase the purchase of fruits and vegetables by low-income consumers participating in SNAP by providing incentives at the point of purchase
- Operate through authorized and reported SNAP firms and in compliance with all relevant SNAP regulations and operating requirements
- Agree to participate in the GusNIP comprehensive program evaluation and facilitate participation through data collection, and the use of Data Use Agreements and Memorandum of Understanding (MOU)
- Ensure that the same terms and conditions apply to purchases made by individuals with SNAP benefits and with incentives provided under the GusNIP grant program as apply to purchases made by individuals who are not members of households receiving benefits
GusNIP is soliciting applications for five types of grants:
- GusNIP Pilot Projects (FPP)
- GusNIP Projects (FIP)
- GusNIP Large Scale Projects (FLSP)
- Produce Prescription (PPR)
- Nutrition Incentive Program Training, Technical Assistance, Evaluation, and Information Centers (NTAE)
Amount: Approximately $41,000,000 is available. Award amounts are as follows:
- GusNIP Pilot Projects (FPP): Up to $100,000 for a project period not to exceed one year
- GusNIP Projects (FIP): Up to $500,000 for a project period not to exceed four years
- GusNIP Large Scale Projects (FLSP): Awards of $500,000 or greater for a project period not to exceed four years
- Produce Prescription (PPR): Up to $400,000 for a project period not to exceed three years
- Nutrition Incentive Program Training, Technical Assistance, Evaluation, and Information Centers (NTAE): Cooperative Agreement Awards of $8,500,000 for a project period not to exceed four years
FPP, FIP, and FLSP, applicants must provide matching contributions on a dollar-for-dollar basis for all Federal funds awarded. PPR and NTAE applicants do not need to provide matching contributions.
Eligibility: Government agencies and non-profit organizations.
