U.S. Department of Agriculture: Solid Waste Management Grants

Solid Waste Management Grants reduce or eliminate pollution of water resources through funding for organizations that provide technical assistance or training to improve the planning and management of solid waste sites.

Grants may be used to:

• Evaluate current landfill conditions to identify threats to water resources
• Provide technical assistance or training to enhance the operation and maintenance of active landfills
• Provide technical assistance or training to help communities reduce the amount of solid waste coming into a landfill
• Provide technical assistance or training to prepare for closure and future use of a landfill site

Amount: Approximately $4,000,000 is available to award 30 grants. Award ranges are not specified.

Eligibility: An organization is eligible if it:

• Is a private, non-profit organization that has tax-exempt status
• Is legally established and located within one of the following: a state within the U.S.; the District of Columbia; the Commonwealth of Puerto Rico; or a U.S. territory
• Has the legal capacity and authority to carry out the grant purpose
• Has a proven record of successfully providing technical assistance and/or training to rural areas
• Has capitalization acceptable to the USDA, and is composed of at least 51 percent of the outstanding interest or membership being citizens of the United States or individuals who reside in the United States after being legally admitted for permanent residence
• Has no delinquent debt to the federal government or no outstanding judgments to repay a federal debt
• Demonstrates that it possesses the financial, technical, and managerial capability to comply with federal and State laws and requirements
• Contracts with a nonaffiliated organization for not more than 49 percent of the grant to provide the proposed assistance

Eligible areas are rural areas and towns with 10,000 or fewer people. Special consideration may be given for projects serving:

• An area with fewer than 5,500 or fewer than 2,500 people
• Regional, multi-state or national areas
• Lower-income populations
