U.S. Department of Justice: Strategies to Support Children Exposed to Violence
The overall goal of the Strategies to Support Children Exposed to Violence program is to build the capacity of families and communities to help children exposed to violence. For the purposes of this solicitation, the term “children exposed to violence” can include, but is not limited to, child maltreatment, domestic or intimate partner violence, community violence, school violence, bullying and harassment by peers, and physical assault with or without weapons.
The program’s objectives and deliverables include:
Objectives
- Family and community responses to children exposed to violence.
- Protective factors to prevent juvenile violence, delinquency, and victimization, and reduce the impact of exposure to violence on children.
- Communities to develop, design, and implement prevention and early intervention strategies to support children exposed to violence.
Deliverables
The following lists the required deliverables, such as expected products, services, or activities that should be developed/delivered as a result of this program:
- A multidisciplinary team of stakeholders (existing or newly created) to guide and inform the development of a comprehensive plan to address children exposed to violence.
- Develop and/or enhance an existing comprehensive plan to address children exposed to violence and its impact on community safety within 6 months of funding. This plan should identify specific communities where services will be implemented based on available data, and will be presented to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) for review/approval.
- Develop and implement approaches along the prevention and intervention continuum that address risk factors and build on protective factors to prevent and reduce the impact of exposure to violence on children in target communities.
- Provide direct, person-to-person outreach strategies to increase awareness and build the capacity of families and communities to help children exposed to violence.
- Program sites should include in their application a plan for how the proposed project will ensure diversity, equity and inclusion for youth regardless of their racial or ethnic group; religion; socioeconomic status; gender; or other characteristics historically linked to discrimination or exclusion.
In order to be successful in addressing issues related to children exposed to violence, it is important for communities to build a comprehensive approach that will maximize existing and new resources. Applicants must propose and undertake their work through a multidisciplinary team of stakeholders, which may be either an existing collaborative group or one that is formed specifically for this project.
Priority consideration is given to projects that:
- Advance racial equity and support for underserved communities. To receive this consideration, the applicant must describe how the proposed project(s) will address potential inequities and barriers to equal opportunity, and/or contribute to greater access to services for underserved and historically marginalized populations, and/or demonstrate that their capabilities and competencies for implementing their proposed project(s) are enhanced because the applicant (or at least one proposed subrecipient that will receive at least 30% of the requested award funding) identifies as a culturally specific organization.
- Show evidence of a formal planning team that can demonstrate existing partnerships with multidisciplinary team stakeholder members.
Amount: $6,300,000 is available to make seven awards of up to $900,000 each for a 36-month performance period.
Eligibility: City or township governments, County governments, Independent school districts, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits with or without a 501(c)(3) status with the IRS, Private institutions of higher education, Public and State controlled institutions of higher education, Special district governments, and State governments.
