City of Albuquerque: Social Services (Winter Shelter Services and Emergency Van Services for Homeless Men, Women, and Families; and Housing/Rental Assistance)

The City of Albuquerque is seeking proposals to provide: 1) Winter Shelter Services and Emergency Van Services for Homeless Men, Women, and Families, and 2) Housing/Rental Assistance First Model for individuals experiencing homelessness, as detailed below:

Winter Shelter Services and Emergency Van Services for Homeless Men, Women, and Families: The City will be allocate funding for the operation and staffing of the City’s emergency winter shelter and emergency transportation services for homeless men, women and families. Services for this program must include, but are not limited to: 1) provision of safe and secure emergency winter shelter for homeless men, women and families; 2) provision of emergency transportation services for homeless men, women, and families to appropriate overnight winter shelters and; 3) coordination with community support services relevant to the individual needs of the shelter residents, including obtaining permanent housing.

Housing/Rental Assistance using the Housing First Model for individuals experiencing homelessness: The City will be allocate funding for the operation and staffing of the City’s rental assistance program using the Housing First Model for individuals experiencing homelessness who have behavioral health diagnoses. Services for this program must include, but are not limited to: 1) provision of safe and secure housing for homeless men, women and families; 2) provision of up to 250 housing vouchers for persons experiencing chronic homelessness who have the most vulnerable risk of morbidity, as identified by Albuquerque Heading Home (AHH); 3) utilize a housing intake process that works for AHH participants and minimizes barriers to get into housing; and 4) maintain a pool consisting of a minimum of 75 landlords willing to participate in AHH.

Amount: Totals are as follows:

  • A total of $800,000 will be allocated for Winter Shelter Services and Emergency Van Services for Homeless Men, Women, and Families activities
  • A total of $1,979,399 will be allocated for the Housing/Rental Assistance activities

Eligibility: An agency which is a unit of state or local government and/or an agency currently incorporated as a nonprofit corporation, duly registered and in good standing with the State of New Mexico Public Regulation Commission, which has not-for-profit status under 501(c)(3) of the U.S. Internal Revenue Service Code and which has demonstrated capability in providing the services for which it is applying is an eligible responder for award of a contract.
