NM Children, Youth and Families Department: Youth Mentoring Services
New Mexico’s Children, Youth and Families Department (CYFD) is committed to supporting a network of quality mentoring providers and effective approaches that provide a consistent, positive influence in the lives of young people who would benefit from mentoring support, connecting the young person to personal growth and development, and social and economic opportunities.
The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of qualified contractor(s) who provide face-to-face mentoring services for troubled or at-risk youth in a one-on-one (individual) and/or group setting. The youth to be served must be between the ages of six (6) and eighteen (18) years of age. Each youth served must participate in at least one allowable activity area for a minimum of four (4) hours a month. Youth served must be troubled or at-risk, and meet one or more of the following criteria:
a. Failing one or more subjects in school
b. Low attendance or exhibiting behavioral issues in school
c. Demonstrating behavioral or emotional issues
d. At-risk of child abuse
e. At-risk of substance abuse
f. Living at or below the poverty line (School Free Lunch eligible)
g. Come from a single parent or are in kinship care, and in need of a positive role model
h. Receiving special education services
i. Have disabilities and/or special health needs
High-Risk:
j. Part of the Juvenile Justice System
k. Gang involved youth
l. Foster Care involved youth
m. Have incarcerated parent(s)
n. Out of school youth/dropouts
o. Pregnant/parenting
p. LGBTQIA+
q. Immigrant or refugee youth
r. Runaway or homeless youth
s. Victims of Commercial Sexual Exploitation
Amount:
Troubled or at-risk youth:
Contractor(s) will be reimbursed Seventy-Five Dollars ($75) per hour for youth receiving three (3) or more hours of individual mentoring services per month. Contractor(s) will be reimbursed twenty-five dollars ($25) per hour for each eligible/registered youth member of a funded group activity, operational at least three (3) hours or more per month.
High-risk youth:
Contractor(s) will be reimbursed One Hundred Dollars ($100) per hour for youth receiving three (3) or more hours of services per month.Contractor(s) will be reimbursed Fifty Dollars ($50) per hour for each eligible/registered youth member of a funded group activity, operational at least three (3) hours or more per month.
Contracts will be awarded for a period of 4 years.
Eligibility: Contractor(s) must meet a minimum level of administrative and fiscal capacity in order to contract with the State of New Mexico. Therefore, the Contractor(s) must be willing to meet and/or exceed the Program Minimum Requirements outlined in the RFP.
