U.S. Department of Agriculture: Household Water Well Program

The Household Water Well System (HWWS) Grant Program was established to help individuals with low to moderate incomes finance the costs of household water wells that they own or will own. The HWWS Grant Program will make grants to qualified organizations to establish lending programs for household water wells.

Grant recipients will receive HWWS grants to establish lending programs that will provide water well loans to individuals. The individuals, as loan recipients, may use the loans to construct, refurbish, and service their household well systems. Applicants are encouraged to submit projects that will help improve life in rural America and to consider projects that provide measurable results in helping rural communities build robust and sustainable economies through strategic investments in infrastructure, partnerships, and innovation. Key strategies include:

  • Achieving e-Connectivity for Rural America
  • Developing the Rural Economy
  • Harnessing Technological Innovation
  • Supporting a Rural Workforce
  • Improving Quality of Life

Amount: $1,500,000 is available to make up to 10 awards of up to $150,000. Lending programs may not grant loans that exceed $11,000 with a term up to 20 years at a one percent annual interest rate. Grant applicants must provide written evidence of a matching contribution of at least 10 percent.

Eligibility: An organization is eligible to receive a HWWS grant if it:

  • Has an active registration with current information in the System for Award Management (SAM) and has a Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number
  • Is a private, non-profit organization
  • Is legally established and located within one of the following: a state within the United States; the District of Columbia; the Commonwealth of Puerto Rico; a United States territory
  • Has the legal capacity and authority to carry out the grant purpose
  • Has sufficient expertise and experience in lending activities
  • Has sufficient expertise and experience in promoting the safe and productive use of individually-owned HWWS and ground water
  • Has no delinquent debt to the Federal government or no outstanding judgments to repay a Federal debt
  • Demonstrates that it possesses the financial, technical, and managerial capability to comply with Federal and State laws and requirements
  • Is not a corporation that has been convicted of a felony (or had an officer or agent acting on behalf of the corporation convicted of a felony) within the past 24 months
